The Women's Voices Theater Festival is winding down, and by luck of the scheduling draw it is circling back to two troupes that produce women's scripts all the time. Laurel's Venus Theatre and Baltimore's Strand Theatre Company are not local heavyweights; they operate hand-to-mouth.
