Deputy Mayor Robert Steel acknowledged Tuesday that the city “could have done a better job” in communicating with stakeholders in the lead-up to its controversial decision last month to move the Macy's Thanksgiving Day Parade from Seventh Avenue to Sixth Avenue in 2012 and 2013.
