Monday night's ''Evening at Pops'' was a scrumptious double-dip sundae tribute to the 100th birthday of Richard Rodgers, the Broadway composer.<br /> In fact, it was two ''Evening at Pops'' tapings, one program devoted to his 18-year collaboration with Lorenz Hart, the other to his collaboration with Oscar Hammerstein II, which stretched from ''Oklahoma!'' (1943) through ''The Sound of Music'' (1959).
