Pittsburgh CLO was thinking both big and small when it dreamed up the Spark festival of small musicals and put the plan into action. Now, more than a decade and millions of dollars in the making, Spark has been ignited to take over the Pittsburgh Cultural District for 12 days, starting Wednesday.
