WHEN Elaine Del Valle was a little girl, in the Brownsville section of Brooklyn in the 1980s, she lived in an apartment that required only one key to open the front door. But her mother had several others made up and put on one key chain, so Elaine could carry them to use as a weapon if the need arose.
