In Dusseldorf in 1910 during the king's parade, a wife's bloomers accidentally fall down, scandalizing her government-clerk husband. But to the wife, Louise, it was just an innocent slip. To neighbor Gertrude, "the mouth who lives upstairs" (played by Didi Conn), it's merely "a welcome breeze in the netherworld" — but one that has the whole town talking.
