Fringe arts festival gets a new name
Inside a gutted, century-old pumping station down by the Delaware River, plastic sheeting hanging from steel beams 30 feet up, a deep trench running through the center of the concrete floor, the Live Arts Festival and Philly Fringe died Monday.
