Love looms large, huge even, in any "Fiorello!" That goes double for City Center Encores! revival, even if the so-so production brings little to get fired up about. Love sneaks up on Thea (Kate Baldwin), who weds Fiorello LaGuardia (Danny Rutigliano) out of respect and then realizes her affection has deepened.
