Love was very much in the air at the State of the Arts conference. It was Valentine's Day and every speaker reached for some lovers' quip to honour the date. Tabard doesn't mind telling you that we blushed a little as culture minister Ed Vaizey was referred to as our "national Valentine" before he laid out that his speech was going to be about "the state of our relationship".
